Board met in Special Session at 4:00 p.m. with Chairman Price presiding.  Commissioners present were: Turnbull, Vause, Nelson, Yordon, Joanos, and Davis.  Also present were Sam Hurst, Finance Director and County Attorney Herb Thiele.

 

This special meeting is a continuation of a public hearing from January 3, 1991 on the Comprehensive Plan Compliance Agreement.  There was added language in agenda package regarding Leon County Housing Element.

 

John Seal, Talquin Electric, did not support the utility element as it relates to sewer and water and density of the Settlement Agreement of the Comprehensive Plan. 

 

Chris Bryant of law firm of Oretel, Hoffman, Hernandez, and Cole, representing Suwannee Swifty store, had concerns over highway commercial uses.

 

Joe Blanchard appeared and was concerned about problems involving building permit and asked if it could be addressed in the vested rights ordinance. 

 

Byron Block, representing Evelyn Block, inquired about Lake Lafayette, North side, requested to consider buffer.

 

Martha Wellman, voiced concern that Lake Munson was not mentioned in Compliance Agreement as being one of the lakes in the lake protection zone.

 

Commissioner Vause moved, duly seconded by Commissioner Nelson and carried unanimously, 7/0, to approve the stipulated Settlement Agreement as presented with the understanding that the Board move into the amendment process as soon as possible.

 

Commissioner Turnbull pointed out that the County compliance agreement would prevail over the City compliance agreement involving the unincorporated are.
